The Monahans‑Wickett‑Pyote ISD Board of Trustees unanimously approved a bilingual education waiver on Oct. 20 after district staff said the district cannot staff required bilingual positions with appropriately certified teachers.
Chief Academic Officer Kim Thomas told the board the district "is currently unable to staff all required bilingual program positions with appropriately certified bilingual teachers" and must apply for a bilingual exception under Policy EHBE to comply with state law. The motion to approve the waiver, made by Dr. Josh Swarb and seconded by Roy Porras, passed 6–0 with trustees Steve Fine, Armando Flores, Donna Garcia, Roy Porras, Dr. Josh Swarb and Nancy Upchurch recording yea votes.
