Navarro ISD board authorizes superintendent to negotiate with top-ranked CMAR for Elementary School #2

The Navarro Independent School District Board of Trustees voted unanimously on Oct. 21 to approve the administration's recommended ranking of Construction Manager at Risk (CMAR) firms for the New Elementary School #2 project and delegated authority to the superintendent to negotiate a contract.
Board member Clint Scheib made the motion to accept the administration's rankings and to authorize the superintendent or designee to negotiate and execute a contract with the top-ranked CMAR or proceed to the next-ranked firm until an agreeable contract is reached. Melissa Sartain seconded the motion. The motion carried on a 6-0 vote.
Superintendent Mandy Epley and district staff will work with legal counsel to finalize contract language and a fair and reasonable price, per the motion. The board's delegation allows the administration to secure a contractor without returning for a separate authorization vote if the top-ranked firm and the district reach an agreement.
The authorization follows routine procurement steps for a major capital project and positions the district to move toward construction once negotiations are complete.
