Speakers said landowners had raised rents multiple times in a year, with increases of 20–30% reported by several residents. "They've raised my rent $400 in the last year and a half," one resident testified, describing crowded units and limited maintenance. Tenant organizers and the San Diego Tenants Union urged the city to pressure owners and pursue universal rent protections; Rafael Bautista of the Tenants Union said investors receiving public support should not be allowed to impose large increases on low-income residents.
Councilmembers expressed concern and pledged follow-up. Council Member Von Wilpert said his office had already contacted the property owner and housing commission; staff reiterated that state law constrains local action but that staff would continue engaging with owners and exploring mitigation and assistance for vulnerable residents.
