City releases FY24 CAPER summary showing HUD funds used for affordable housing, shelters and workforce programs

Economic Development Department staff presented the city’s draft FY24 Consolidated Annual Performance and Evaluation Report (CAPER) outlining the year’s HUD-funded activities, outcomes and expenditures.
Melissa Villalpando summarized FY24 results, reporting roughly $28 million invested across HUD entitlement funds and partner programs and noting the CAPER covers July 1, 2023–June 30, 2024. Staff highlighted affordable housing projects supported with HOME funds and conversions of motel properties to long-term affordable units, ESG-funded shelter and tenant-based assistance outcomes, and workforce development efforts such as advanced manufacturing training for veterans.
Several public commenters used the CAPER presentation to press for equitable contracting and to raise concerns that minority-owned contractors received a small share of subcontract dollars. Economic Development staff said final CAPER materials and staff responses to public comments will be submitted to HUD by the Sept. 28 deadline and that additional closed projects will be reflected in the final filing.
