Pampa ISD approves bilingual/ESL evaluation and submits waivers to TEA

Executive Director Abby Hancock reviewed the district's bilingual and ESL programs, reporting 762 English learner students, the 2023–2024 TELPAS and STAAR results, and EL summer school participation (83 students). Hancock described the required annual evaluation process under the Texas Education Code and explained that exceptions and waivers are necessary when bilingual or ESL‑certified teachers are insufficient to staff the required programs.
The Board approved submission of 13 bilingual exceptions and 26 ESL waivers to the Texas Education Agency and endorsed recruiting incentives including competitive stipends, attendance at job fairs and ‘‘grow-your-own’’ local initiatives to increase bilingual/ESL-certified staff. Trustee Cade Taylor moved to approve the waiver submissions; Trustee Denise Intemann seconded and the motion carried unanimously.
