Pampa ISD adopts HB3 five-year goals and updates district improvement plan
Summary
The Board adopted HB3 Smart Goals to raise 3rd-grade STAAR Reading from 31% to 55% and STAAR Math from 24% to 58% by June 2029 and a CCMR target of at least 93% for 2024–2029; district improvement plans reflecting curriculum and professional development changes were also approved.
Executive Director Abby Hancock and PHS Principal Clay Jones presented the accountability report and proposed HB3 Smart Goals for the 2025–2029 period. The board outcome goals proposed include increasing 3rd-grade STAAR Reading Meets Grade Level from 31% to 55% and STAAR Math from 24% to 58% by June 2029; the CCMR (College, Career and Military Readiness) goal is to reach or exceed 93% from August 2024 through August 2029.
Trustee Dr. Misty LeBlanc moved to approve the HB3 Smart Goals for 2024–2029 and Trustee Dr. David Godino seconded; the motion carried unanimously. Abby Hancock also reviewed the District Improvement Plan updates — alignment with the strategic plan, addition of training components (Reading Horizons, Amplify, Eureka, Carnegie, PhD Science), Conscious Discipline training, sustainment of district-vetted curriculum, removal of ESSER III references, Title funding usages, and additions such as bullying and migrant policy items. The Board approved the District Improvement Plans (motion by Dr. Emily Arrington; second by Luis Nava; unanimous).
