Executive Director Hilton Terry asked the board to reclassify the CRA's legal adviser position to pay grade 220 to help recruit and retain more experienced attorneys for day‑to‑day CRA work. Terry told commissioners the position had been difficult to fill at the previous classification and that the change would allow the CRA to have a dedicated in‑house adviser while continuing to consult with outside counsel as needed.
"I'm asking that we move it to grade 2 20," Terry said, describing the reclassification as necessary to consolidate daily legal support. Commissioners discussed HR's prior classification, a mid‑range hiring salary that had been used previously, and whether the higher grade was funded exclusively by the CRA. After a motion and second, the board approved the pay‑grade change; a roll‑call recorded the motion as carrying by a 4–2 vote in the transcript.
Supporters said a higher grade was needed to avoid hiring less‑experienced attorneys; one commissioner noted reluctance but ultimately voted to support the change. Staff said the position is exclusively CRA‑funded, not a city general‑fund position.
