Public Works Director Pete Bennett summarized two approaches to shoreline resilience: reengaging with the U.S. Army Corps of Engineers on a CAP-103 feasibility study and pursuing a FEMA-funded downtown seawall project. Bennett said the Corps feasibility process would require a city match of approximately $450,000 and could take about two years, followed by additional years for design and construction if the project is approved.
Bennett contrasted the Corps path with a FEMA downtown resiliency award currently approved by the state that carries a project cost estimate of $3,629,000, with a stated federal share of $2,722,000 and a local share of $907,000 (the local match to be covered by CBDGR funds). "So we're being asked to put $450,000 up to see whether whether it's feasible to do the project," Bennett said of the Corps study. Council members asked if the city could pursue FEMA-funded construction in the near term while also pursuing the Corps study for longer-term solutions; staff said both paths are possible but warned of schedule and funding uncertainty at the federal level. Council direction favored moving forward with the FEMA-funded project while allowing staff to continue feasibility discussions with the Corps.
