Board demos ChatGPT 'summarizer' for meeting notes; members flag sunshine‑law questions

At the Oct. 2 meeting, presenter Dwayne demonstrated a ChatGPT‑based “summarizer” built from past meeting audio and transcripts that can answer queries and produce visual timelines.
Dwayne described the tool’s setup: he said he had transcribed audio files, uploaded documents to the interface and “opted out” of allowing the board’s information to be used as training material for the underlying large language model. “It’s just a tool… It’s not magic,” Dwayne said, explaining that the system compiles prior conversations and returns structured summaries.
Board members asked whether the system could create sunshine‑law or public‑record complications. One member cautioned, “there may be some public records issues… anything you type is a public record, subject to the reasonable time disclosure requirement,” and Dwayne said links can be revoked and individual user queries are not shared between users in his configuration. The group agreed legal would review any tool before broad internal use and that staff would follow up with the city attorney as needed.
Members said they would receive the presentation materials and have access to the interface while staff works with legal to confirm records and privacy practices.
