Committee votes to forward AHSP clarification on project-based voucher rent standards

Jonathan, county staff, presented proposed administrative clarifications to the Affordable Housing Service Program (AHSP), focusing on a new clarification that rent limits for AHSP-funded projects may align with housing authority standards for project-based vouchers. He explained those vouchers can be assigned to specific units and that federal/regulatory practice allows housing authorities to set project-based voucher payment standards above fair market rent.

"The housing authority is allowed to increase the value of those project based vouchers above fair market rent," Jonathan said. "So it can go up to a 120% of that fair market rent." He said the county’s proposed language would accept those housing-authority-established rent standards for AHSP compliance so that project finance models that rely on project-based vouchers remain eligible.

A committee member moved to recommend approval of the AHSP revisions to the full board of county commissioners; the motion was seconded and the committee voted to approve the recommendation. The committee recorded no roll-call tally in the transcript; staff will forward the recommended revisions to the Board of County Commissioners for final action.

During Q&A, committee members asked why acquisition costs are excluded from AHSP-eligible county funds but must be shown in the total project budget; Jonathan said the restriction is designed to limit the county’s exposure to early-stage acquisitions that could leave the county financially exposed if a project cannot be completed.
