Staff recommended an administrative change to AHSP policy to remove a duplicated expenditure-approval threshold and defer to Buncombe County's universal procurement policies and signature requirements. "Within the policy, there is an expenditure threshold describing when and how certain signatures within Buncombe County are required to make changes to a project or to, execute a contract," Staff member said, noting the thresholds are already reflected in county procurement policy.
The intent, staff said, is to avoid policy duplication that could fall out of alignment in the future and to ensure a single, county-wide standard governs procurement and contract execution. Staff said the change is administrative and would be included in the recommended changes sent to the full board; committee members characterized the change as strictly duplicative.
