County housing staff told the advisory body that award periods for affected FY25 Affordable Housing Service Program (AHSP) grants have been extended through 06/30/2026 to account for pandemic-era and other delays. "All of the grant programs have been extended, through 06/30/2026," Staff member said, urging the board to note the administrative change.
Staff named three projects approaching loan closing and recommended the extensions so construction can begin; the transcript lists these as "Redwood Commons" (East Asheville), "Rocky River" (developer transcribed as "Bitchfield Barrack development group") and "Pine Lane" (developer transcribed as "Reuters"). Staff said the extensions were handled administratively and that the three projects "should be able to... we should see all 3 of these projects, get started" within the six-month window. The advisory body did not need to take formal action to approve the administrative extensions.
The presentation noted the extensions align with Buncombe County's fiscal-year schedule to reduce risk of missed cutoffs and to give projects a broader window to close financing. Committee members asked whether six months would be sufficient; staff said that each of the three projects has indicated the extension should be adequate. The staff recommendation was framed as an administrative alignment rather than a new funding commitment.
