Bob Perry, representing homeowner Yiping Ding, said the septic upgrade required by the original order had been completed according to health‑department records, but he acknowledged uncertainty about which porch the earlier order referenced and that the deck expansion "was overlooked".
The Commission voted 0-6 against issuing the COC and then voted unanimously to issue a violation notice requiring removal of the expanded 300 sq ft portion or filing of an after‑the‑fact NOI by Sept. 17, 2026. Commissioners emphasized that approving a COC now would imply the boathouse complied with the approved plan when it did not. Related dock work at the same property (SE83-1713) was continued to allow removal of storm debris and stored floats.
