Developers seeking to reconfigure an entrance at Carolina Shores RV Resort asked the Horry County Zoning Board to allow removal of a specimen 26-inch live oak to create queuing and access for RVs. Philip Hornbeck, representing Development Resource Group, and landscape architect Sean Hoelscher presented a tree survey and an arborist assessment that concluded the tree had canopy dieback, a 30-degree lean and signs of root-plate damage. Hoelscher said those indicators scored the tree as a potential hazard in relation to people and property.
Neighbors pushed back. “I’m tired of trees being cut down,” said Gus Hoffmeyer of nearby Long Bay Estates, urging more buffer and preservation. The applicant said mitigation would follow county rules — 16 replacement trees (2.5-inch caliper) or a $4,800 fee-in-lieu — and Hornbeck said the park’s site plan would retain many other specimen trees. After discussion and public comment, a motion to approve removal failed on a recorded vote and the chair announced the request was not approved.
