The Horry County Zoning Board of Appeals on Aug. 11 considered a variance package for 1410 Hyman Lane in University Forest and approved only the applicant’s request to build a 30-by-40-foot garage. Applicant Kelly Black told the board he moved to Conway for his wife’s teaching job and said he needs a shop for welding and fabrication after retirement. “I have a lathe and some welders, and I just I need a building… I’m kinda looking really forward to retiring and having my little man cave shop to work in,” Black said.
Staff described multiple setback variances: a proposed carport located 22.7 feet from the front property line (required 30 feet) for a 7.3-foot variance; a garage proposed at 10.5 feet from a side property line (required 11.25) for a 0.75-foot variance; and two accessory storage buildings placed within required side setbacks without permits. Neighbor Calvin Pettit, who owns nearby lots, urged a return to historically smaller setbacks, asking the board to “go back to the original setback of 12 foot.”
The board voted to take each request separately. The roll call recorded the carport variance as failing, the 30×40 garage as passing on roll call, and both storage-building variance requests as not passing. The chair told the applicant, “two of them did pass, two did not,” and confirmed the garage can proceed with the usual staff conditions. Action: garage variance approved; carport and two storage-building variances denied.
