Council orders deeper study of Verizon antenna proposal for Mosier Bluffs water tank

Shanin Prusia of Urban Wireless Inc. outlined a proposal to place Verizon antennas on the Mosier Bluffs water tank, saying the site would improve coverage and could generate lease revenue for the city. Council members and a community speaker raised concerns about electromagnetic fields, the tank's appearance, structural impacts and lease terms.
The council did not make a decision at the July 23 meeting; instead it directed staff to gather more information and hold a future public meeting. City Planner Jaime Crawford said the city's wireless code requires a pre-application meeting and public notification. The staff action list records that the city will evaluate EMF, aesthetics, structural safety, operational access, lease inflation terms and possible cost reimbursement; Shanin agreed to consider covering some analysis costs and indicated the lease term would extend up to 25 years in the company's proposal.
Council members and community members asked for more public involvement before any final action. The council's requested follow-up includes a pre-application meeting coordinated by Jaime Crawford and technical reviews with the city engineer.
