Residents raise permitting complaint against Randonnee Coffee and question library access

During public comment May 21, resident Joey Ciprari said Randonnee Coffee is making additions to its property without the proper permits and raised concerns about the impact on the neighborhood and the historic highway; he said he contacted the Oregon Department of Environmental Quality and that DEQ contacted the owner but no action had followed. City Planner Jaime Crawford acknowledged prior contact with Ciprari and said staff are drafting a violation letter and that no permits were on file dating back to 2000.
Another resident, Brittney Ciprari, told the council Mosier residents must purchase a Wasco County library card for $70 because Mosier is not part of the county library district; Mayor Witt Anderson said the city decided in 2006 not to join the library district to avoid adding a tax that would exceed the card cost. Staff did not report any formal enforcement action complete at the meeting beyond the planned violation letter.
