Council reviews nature-based stormwater plan to address Mosier's steep terrain

City staff presented a draft Stormwater Management Plan May 21 that prioritizes nature-based treatments such as planters and bioswales to treat runoff at the source rather than relying on underground infrastructure. Jody Behr told the council the plan focuses on public right-of-way and commercial/industrial areas, aims to mimic natural water cycles, and includes a maintenance plan for city employees to carry out long-term upkeep.
Behr highlighted Mosier's unique challenges, including steep slopes, narrow rights-of-way and fractured bedrock, and showed an example design for the Joint Use Facility site. The plan is being developed to meet Oregon Department of Transportation criteria where applicable and staff will present a schedule and milestones for Council review as part of next steps.
