Randy Holland presented a resolution authorizing the county administrator to take actions necessary to abate certain unfit dwellings in unincorporated Horry County, explaining the county's 2017 ordinance establishes due-process steps and allows demolition as a last resort: "In 2017, county council adopted an ordinance setting out procedures consistent with South Carolina law and due process concerns that allow the county to declare certain properties unfit for human habitation."
Holland said the county has undertaken similar actions against roughly 90 properties in past rounds and estimated 15 to 20 actual demolitions occurred historically; the committee discussed collection and liens and whether owners reimbursed costs, with Holland saying reimbursement has occurred in some cases but exact figures were not at hand. The committee moved and adopted the resolution to proceed with the current round.
