Saint Mark Coptic Orthodox Church rezoning approved for private retreat center in Carolina Forest

The Horry County Planning Commission voted July 3 to approve a rezoning that would allow Saint Mark Coptic Orthodox Church to build a modest private retreat center with conference and overnight facilities on Carolina Forest Boulevard.

Sandra Waba, representing the church, told the commission the retreat "is not open to the public" and would be maintained by the church. She said the facility would host leadership retreats, marriage counseling and youth programs for the diocese. Multiple neighbors and congregation members spoke in support: Rick Hardy described existing shared use of local facilities and welcomed the adjacent plans, Amber Hannah emphasized the retreat's focus on "spiritual growth and renewal," and Connie Lassiter said neighboring churches already work closely with Saint Mark.

Staff told the commission the 13.41-acre parcel is split-zoned and lies partly within an AE flood zone at the rear; the proposal would rezone areas from GR and NC to RH (religious/spiritual center and retreat). The staff presentation included a site plan showing conference space, overnight lodging and courts; staff recommended approval. After public comment, the commission moved, seconded and approved the rezoning recommendation that will proceed to the next formal review steps.

The church representatives said they expect minimal traffic impact because retreat scheduling would be spaced through the year and the center would primarily serve church members and diocesan groups. The commission recorded no public opposition during the item and approved the staff-recommended motion.
