Member Ginny Lyons asked how a firm provided by the State’s CALAP program could be considered neutral. Bill Hinman and Assistant Assessor Mychaela Harton explained the board expects to use a large, out‑of‑region appraisal firm through CALAP to ensure a proper assessment and estimated the cost at roughly $30,000–$50,000. When Carter Smith asked what would happen if a party disagreed with the appraisal result, the board was told the appraisal company’s number will be used in the 2026/27 Grand List.
