Committee approves surplus declaration for Langston–Slater school properties to enable mixed-income housing

Chair Matt Fruman introduced B26-0157, the Langston–Slater Surplus Declaration and Disposition Approval Act of 2026, describing the parcels at 33–45 P Street NW (Lot 0826 in Square 0615) and a plan to redevelop the vacant buildings for housing.
Fruman said the two former elementary schools — Slater (built 1891) and Langston (built 1902) — are currently vacant and in disrepair. Under the plan he described, adaptive reuse of the existing school buildings would deliver 40 mixed-income rental units with 60% of those rental units designated as affordable, and a new infill building would add 12 mixed-income homeownership family-sized units, with the for-sale portion described as 58% affordable. Fruman said the project was awarded through an equity RFP intended to increase development opportunities for socially disadvantaged entities.
Fruman framed the legislation as enabling long-awaited development and homeownership opportunities in the Truxton Circle neighborhood. He moved the committee print and report for B26-0157; the committee voted in favor and the motion passed.
"These historic properties have been vacant or underutilized for far too long, falling into serious disrepair," Fruman said, urging the committee to advance the measure so the properties can again contribute to neighborhood vibrancy.
