Parks and rec staff say facility fees will rise 2.6% under annual CPI adjustment

The Parks and Recreation Commission received an update on facility rental fees and the department's master fee schedule, which allows annual adjustments tied to the consumer price index.
Public Works Director Lauren Coteau said the department's most recent fee study in 2021 showed city rates were below neighboring jurisdictions and that the master schedule permits small, regular CPI increases rather than infrequent large adjustments. For the coming year, Coteau said the CPI increase will be 2.6% and would become active in July. "This master fee schedule again allows for incremental increases," she said, adding that the same percentage was applied the previous year and that 2023 saw a 4.9% increase.
Coteau said the fee adjustments are subject to city council review and a public hearing under the master-fee process and that staff expects to conduct another full fee study within the next three years to reassess market alignment.
No public comments were recorded on the fee report when it went to city council, Coteau told the commission. She said the increases are intended to keep pace with labor and material cost increases while minimizing sudden large fee jumps at each study.
