EDA hears updates on workforce-housing applications and downtown redevelopment concepts

City staff told the EDA that one workforce-housing applicant (Woda Cooper) wasn’t selected in the current funding round and is reconsidering whether to reapply; staff said the applicant may terminate the purchase agreement for 2026 unless it elects to reapply. The board also heard that another applicant tied to a project (referenced as OJ Juice / related sites) is appealing a funding decision and may pursue additional steps.
Separately, property owner Phil Domar has begun neighborhood outreach about redevelopment of the Dinner Bell site and expects to convene business-owner and neighborhood meetings before pursuing formal planning steps. Staff said a joint EDA–council work session on concept-level plans is likely in the first week of March, date dependent on the developer’s timeline.
