Council approves design work for downtown aesthetics, parking-lot planting pilots

Council members raised procurement questions and emphasized using public-works staff for installations when feasible to control costs. Staff confirmed excess parking-lot construction funds are expected to cover the proposed work and that bond dollars and general funds could be combined if needed; council approved moving forward with the design and bidding phase.
