Commissioners probe collecting solid-waste fees from Minneapolis Housing Authority PILOT payment

Ottawa County commissioners spent part of their Sept. 23 meeting exploring whether a payment in lieu of taxes (PILOT) received by the City of Minneapolis from the Minneapolis Housing Authority can be used to satisfy county solid-waste fees.
Commission members placed calls to City of Minneapolis and other contacts to track how the housing authority's payment is handled. Taylor Belleville of the City of Minneapolis told the board the city receives "$19,000 in a PLIOT check, it is a payment in lieu of taxes." Commissioners said they also contacted Kathy Luthi and asked the county attorney's office — via Don Berner from Forest Rhodes' office — to review documents and advise how to proceed with any collection effort against that PILOT payment.
The board discussed whether cities generally should be responsible for remitting these fees and asked legal staff to examine whether the PILOT payment can be subject to the county's solid-waste assessment. No formal motion to change collection policy was made; the discussion concluded with a request for legal review and documentation to be provided to the commission.
