Travis Bally of Ward 7 urged the committee to protect and continue moving forward the planned Deanwood library replacement (a proposed 20,000 square‑foot full service neighborhood library to replace the current 7,300 sq ft facility). Bally said the FY27 capital plan continues the Deanwood project and that “that investment is long overdue.”
Bally also urged the committee to protect staffing and equipment for DCPL’s jail video visitation program and noted an outage at the MLK library affecting that service. He told the committee the program helps families stay connected and that unreliable service harms incarcerated people and their relatives.
