DCPL warns $450,000 downtown‑activation cut will scale back signature events

Richard Reyes Gavilan told the committee that a $1,600,000 operating reduction in DCPL’s budget includes elimination of a $450,000 downtown activation budget used for cultural programs such as Art All Night, signature author talks, and special exhibitions downtown. Gavilan said such events drew hundreds of residents (he cited a standing‑room event of 300 people at MLK supported by activation funds) and that the Library Foundation (which raises roughly $2,000,000 a year) can help but cannot be relied on to fully supplant government support.
Witnesses warned that the loss of activation funds could reduce downtown cultural programming and that substitution with branch-level events would not fully replicate immersive downtown activations. DCPL staff said they may prioritize revenue‑generating rentals and targeted exhibitions but that some signature events would have to be scaled back or seek alternate private funding.
