Advocates press DHS on access to ID forms and pet‑inclusive shelter options

Foundry United Methodist Church and volunteers said proof‑of‑residency verification forms have become harder to get at walk‑in sites and that some applicants are told only particular shelters can issue them, creating barriers for unhoused residents seeking DMV IDs. "One of the biggest obstacles ... is around proof of residency," Jackie Wright said, asking DHS to expand the list of agencies that can issue the form and to simplify its printing and distribution.
Animal welfare witnesses described pilot hotel placements and a bridge fund for veterinary care but urged full implementation of the Pets and Housing Act (Roscoe's Law). "No resident should have to choose between safe shelter and the companion who provides them comfort, dignity, and hope," Kelly Whittier of the Humane Rescue Alliance said, and asked the committee to fund a pet‑inclusive shelter and permanent implementation steps.
