The Dixon City Council adopted an amendment to Title 12 of the Dixon Municipal Code to update rules for bicycles and add a new chapter for electric scooters, the council voted unanimously after a presentation and brief public hearing on May 6.
Chief Thompson told the council the existing bicycle code is dated and does not address electric bikes or scooters. The ordinance aligns elements of the municipal code with the California Vehicle Code, adds helmet and licensing expectations, and creates an escalating enforcement model that typically starts with a warning for juveniles and can progress to fines when behavior is reckless. Thompson said the city initially relied on public safety announcements but that an enforcement phase produced results: “We issued 63 citations and warnings in the first 2–3 weeks,” he said, and helmet usage spiked after fines were issued. The council waived second reading and adopted the ordinance; staff said it will take effect after a 30‑day period.
