The City Council passed several routine but substantive measures during its meeting.
On second reading the council approved Bill 29-30, amending Chapter 120, Article 3 of the city code to align local conflict-of-interest and substantial-interest disclosure practices with requirements from the Missouri Ethics Commission for municipalities with budgets over $1 million. City staff explained the ordinance clarifies reporting thresholds and annual requirements.
Council also approved Resolution 26-25 to purchase 1,000 tons of road salt at $98.90 per ton (total $98,900) through a negotiated cooperative arrangement, to refill the city's salt dome for winter operations. The roll-call vote recorded eight ayes.
Separately the council authorized a $13,500 agreement with Great Day St. Louis to advertise Arnold Days 2026; staff asked that approval be subject to final tourism-commission review because that commission will fund the expense. The council also approved Resolution 26-27 to buy 20 concrete picnic tables and two permanent games for the Arnold Farmer's Market pavilion at a total cost of $25,730.34; staff described the items as weather- and flood-resistant.
