County hears push to explore self-funded health plan; administrator approved to attend conference

Administrator T. Horton and representatives from Lawley Benefits Consulting briefed the Finance Committee on 2027 health insurance rates and the county’s goal of moving to a self-funded arrangement. Horton presented background requested at the May 5 meeting and described the administration’s interest in exploring the financial and administrative implications of self-funding.
The committee approved an overnight travel authorization for Horton to attend the NYS Association of Self-Insured Counties Fall Conference in Corning, N.Y., Oct. 7–9, 2026; the motion was recorded as carried and expenses will be paid by NYSASIC. No formal vote on a self-funded plan was taken at this meeting and staff said follow-up information is expected at a future Finance Committee meeting.
