Most capital projects delayed to 2026; reimbursements to offset variances
Summary
Staff said several transportation, capital-improvement and parks/stormwater projects were delayed into 2026, which created expenditure variances in 2025; the commercial-street and sidewalk work has started but produced little 2025 reimbursement.
Rick told the board project timing — not project cancellations — explained much of the expenditure savings in multiple sales-tax funds. He identified several larger projects pushed into 2026 and said reimbursements for two projects accounted for a sizable portion of the capital-improvement variance.
