Committee Chair Brooke Pinto and members reviewed several Budget Support Act (BSA) subtitles referred to the committee and took distinct positions. Pinto said the committee strongly disagrees with Title 1, Subtitle B, which would cap unliquidated damages and limit non-economic damages without sufficient legislative process and urged the full Council to strike it. She also flagged Title 3, Subtitle A — an $0.80 per occupied hotel-room fee proposed to fund OUC costs — as a concern the committee could not strike without finding offsetting funds.
The committee recommended striking a BSA subtitle that would tie Safe Passage priority-area selection to available appropriations, arguing that approach would effectively sunset the program. It also recommended striking the Senior Officer Eligibility Expansion Amendment Act (which would permit rehiring certain officers found to have engaged in serious misconduct) but kept the MPD Training Academy college-credit opportunity subtitle, viewing the latter as a recruitment tool with no fiscal impact.
