County staff say Comprehensive Plan lacks utility guidance; updates discussed

Robert Hill, County Development Director and Emergency Manager, reviewed Brookings County’s Comprehensive Plan and said the plan "does mention Brookings Municipal Utility serves the city of Brookings and that Sioux Valley Electric provided service to much of rural Brookings County," but lacks explicit direction about large transmission infrastructure and would require updating to address specific power sizes.
Committee members discussed the limits of county authority versus state regulatory jurisdiction and asked that the States Attorney’s office investigate legal boundaries. Hill said staff would coordinate with the States Attorney’s office and bring findings back to the advisory subcommittee for further consideration.
