Planning commission recommends county code fixes to preserve floodplain, wildlife protections in Sisters UGB

At a public hearing the planning commission reviewed proposed text amendments to Deschutes County Code Title 21 that staff said were necessary to ensure environmental protections (floodplain, landscape management and wildlife overlays) carry forward into lands inside the Sisters Urban Growth Area.
"There was a gap in the county code that was discovered," the staff member said, explaining the amendments add cross‑references to Title 18 zone designations and restore protections that would otherwise not transfer when land is rezoned into the Title 21 urban area. Staff recommended a set of edits and a revised sheet removing duplicative floodplain and landscape management sections so the package is balanced.
Following the staff presentation and a closed public‑testimony period (no members of the public testified), Commissioner (Speaker 5) moved to approve the county file as presented; the motion received a second and the commission voted in favor. Chair announced the recommendation will be transmitted to the Deschutes County Board of Commissioners, which will schedule a hearing and ultimately adopt or modify the changes.
The commission also heard that the county will consider related amendments to Titles 17 and 18 (subdivision and other zoning chapters) as part of a package, and staff said the county planning commission is scheduled to review the package later in August.
