Commissioners flag risk of insiders skewing simulator results; staff plan IP/time analysis and human review

Several commissioners raised concerns that organized groups or insiders could direct participants to submit skewed responses to the online simulator. A former Wichita City Council member said the city experienced this: "you get a lot of insiders that are pointing people toward it and kind of skewing the data." Commissioners asked how the county would protect the integrity of results and whether automatic or manual measures would be used.
Dr. Hua Guo and staff answered that the analysis can flag likely duplicates by IP and by examining how much time a user spends in the simulator, but they acknowledged no technical solution is foolproof and recommended human review of patterns. Dr. Guo said the back end "can pay attention to their IP and also the time they spend on the simulation" and accepted that some manipulation might still require post-hoc filtering or caveated reporting.
