PVD: counties may use external statistical tools; PVD used all sales in latest study

Commissioners asked the county appraiser to confirm Sedgwick's use of time trends and analytic methods offline; the county appraiser said he had requested a time-trend adjustment that improved Sedgwick's confidence intervals for commercial values.
