A county staff member summarized the forecast: "To the requested budget in that forecast that you saw in February, which has the $5,300,000 deficit in the general fund." The simulator will present that deficit to users and require a balanced outcome before a user can submit preferences.
Presenters emphasized the tool limits user-adjustable revenues to the county's property-tax rate and shows the impact on a median-value home. Dr. Hua Guo described the revenue increments and the median-impact feature: users can change property-tax increments in small steps (he adjusted increments to 0.125 of a mill in testing) and click an information icon to see "what does that impact a median value home in your jurisdiction?" Staff also underscored that the tool is intended to reflect the county portion of property tax (roughly 25% of a homeowner's total local property-tax burden), not other taxing jurisdictions.
