PVD presented preliminary results of the most recent ratio study and procedural compliance review for Sedgwick County. The combination of the 2023 ratio study and 2024 procedural review produced an overall substantial-compliance score above the statutory threshold.
"There was a 100 points possible. The total received was 90.8," Bob Ken said, noting that anything above 75 is considered substantial compliance. Ken told commissioners that Sedgwick County has been in substantial compliance for the last decade.
Ken provided class-level details for the preliminary 2024 numbers: "The median ratio for residential ... is at 85.78," he said, and he reported that commercial median ratio was near 82 with a coefficient of dispersion (COD) around 24.63, a sign that commercial valuations are less uniform than residential ones.
Mark Clark, Sedgwick County appraiser, said he asked PVD to apply a published time trend to the county's numbers; that adjustment, he said, pushed the county into the confidence interval for commercial values and kept residential results within the acceptable range. Ken said PVD used all sales in the most recent study and is discussing whether to continue that approach or return to sampling.
No formal policy changes were adopted at the meeting; commissioners indicated they will continue monitoring final numbers when PVD publishes the August/September substantial-compliance determinations.
