Chair reported a new customer, Head Start School, came online in January and recommended classifying the account as a commercial medium user, similar to the firehouse or ambulance building. The board approved the classification and billing approach. Chair explained the in-village rate for this class is $513 billed twice a year and the initial prorated January–March charge would be $409.75.
Board members discussed whether bonds or other fees should be included in the initial posted amount; Chair and staff said bond amounts would be added when the account is entered into the billing system and that future bills would include the regular bond component. The motion to classify and bill the Head Start account as described carried on voice vote.
