The board noted the grant carries an 80/20 reimbursement requirement, so the village must prefund matching and early costs; the $100,000 transfer is intended to cover engineering and early payments.
Board members discussed locations and the need to follow federal reimbursement rules; the motion passed by voice vote. Officials said they plan to move the project through engineering and bidding so work can begin in the spring, and the prefunding will allow the village to submit paid invoices to the grantor for reimbursement.
