County approves rezoning to allow duplexes after Planning Commission recommendation; commissioners debate annexation timing

Commissioner Bluebaugh and others said the proposal supports more affordable housing options in the area; after a public hearing with no speakers, the BOCC adopted the Planning Commission findings and approved the rezoning by majority vote.
