The commission considered a City of Clearwater island-annexation petition for a currently undeveloped parcel in the Perry Meadows addition (approximate address 808031 S Butterfly Court). Samantha Seeing, assistant county counselor, explained the statutory framework for island annexations and said county planning staff found the parcel consistent with Clearwater's 2035 urban growth area and recommended a finding that the annexation "does not hinder the proper growth and development of the area or any other city in Sedgwick County."
Commissioners discussed whether the city could annex adjacent section-line roads to avoid checkerboard annexation patterns and whether landowners' tax preferences explain the patched annexation pattern. County engineer Lynn Packer noted the city had not annexed land adjacent to 135th Street so the road itself was not eligible for annexation. The board approved the recommended finding and signed the resolution.
