Trappe council opts for underground electrical line for wastewater ENR upgrade, county easement required

Engineers from KCI told the Trappe council on Jan. 7 that the design phase for the Town’s enhanced nutrient removal (ENR) wastewater treatment plant is nearing 90% completion, but the existing electrical supply is not adequate for the upgraded equipment. Dan String of KCI presented two options for bringing three-phase power to the site: an overhead line following the right-of-way with an estimated cost of $750,000 to $1,000,000, or an underground line that would require an easement from Talbot County and an estimated $108,000 payable to Delmarva Power (the estimate excludes conduit installation).
"The design phase of this project is approaching 90% completion and should be going to MDE for their review soon," Dan String told the council, adding that the expense should be eligible under the Maryland Department of the Environment grant. After discussing costs, easement requirements and the need for County Parks Board and County Council approvals, Commissioner Michael Sullivan moved to proceed with the underground option; Commissioner Walter Chase seconded the motion and the vote was unanimous.
Town Attorney Lyndsey Ryan said she had reached out to Talbot County and that the county requested KCI prepare an easement exhibit for consideration. The council did not set a timeline for obtaining county approvals or for conduit installation costs beyond the Delmarva Power estimate.
