Trappe council adopts $645,000 line-of-credit for wastewater ENR upgrade

The Trappe Town Council unanimously adopted Ordinance 7-2025 on Jan. 7, 2026, authorizing a Line of Credit Promissory Note with Shore United Bank, N.A. in the principal amount of $645,000 to provide interim financing for the design and construction of an upgraded wastewater treatment plant designed for enhanced nutrient removal (ENR). Commissioner Walter Chase moved to adopt the ordinance and Commissioner Michael Sullivan seconded; the vote was 4–0 (Schmidt, Sullivan, Newnam, Chase).
The ordinance specifies the loan proceeds may be used to cover expenses and indebtedness arising from the ENR project and states the loan will be repaid by grant funds received from the Maryland Department of the Environment. President Newnam noted a public hearing had been held that evening and no public comment was received before the council voted to adopt the ordinance.
The ordinance will allow the Town to secure interim funds while pursuing MDE grant reimbursement; the council did not specify a separate repayment schedule beyond the ordinance’s statement that the Town pledges its full faith and credit toward repayment.
