Parma tentatively approves library budget as trustees push for district petition restart

The Parma City Council tentatively approved the Parma Library Board's FY 2026–2027 budget during the July 13 meeting, while trustees said they will not cut staff hours despite a projected shortfall.
City Treasurer Jacob Qualls presented the figures: a proposed budget of $86,825, anticipated revenues of $59,625 and anticipated expenses of $41,904. Trustees told council the library would not reduce hours or positions to close the gap. Trustee Shelly Khir described the library's importance for students who cannot check out certain school books and noted prior attempts to put library district formation on the ballot: "if the city was to get rid of the library then it would make Parma illiterate," Khir said, urging renewed efforts to pursue a district. City Attorney Geoffrey Schroeder said someone can restart the process to seek a library district and offered legal assistance for the petition process.
Council President Joe Giardelli moved to tentatively approve the FY 2026–2027 budget subject to adjustments as necessary; Ransey Portenier seconded and the motion passed by roll call.
