Parma council approves ground lease for Terry Reilly clinic; $300,000 modular building planned

Mayor Angie Lee and the Parma City Council voted to approve a ground lease for Terry Reilly Health Services on July 13, 2025, allowing the clinic to place a modular facility at 105 N 4th St, the site of the former police department.
City Attorney Geoffrey Schroeder presented the updated lease and noted an added clause outlining landlord notice: "At least thirty (30) days prior to expiration of the first period, Landlord shall provide Tenant a notice of proposed increased rent rate based upon fair market rent for similar commercial properties in the City of Parma." Geoffrey Schroeder presented the agreement to council for approval.
Heidi Hart, representing Terry Reilly, told the council the organization has committed a $300,000 investment in a modular building that will be moved onto the cleared site. Hart said operations would begin conservatively: "they would start out slowly first with probably being open on Fridays and having telehealth available then adding more days the busier they get." She described intended services including dental staff, a patient navigator, front‑desk staff and a nurse practitioner splitting time between Parma and Homedale offices, and said clinic leaders may pursue pharmacy and OB services later.
Council members asked about employee discounts and how the new clinic would differ from prior ones; Council Member Edith Hemmert observed the city's existing health insurance could limit discounts for employees. After discussion, Council President Joe Giardelli moved to approve the ground lease; Ransey Portenier seconded. Roll call votes were Portenier–aye; Hemmert–nay; Giardelli–aye; Hurd–aye; Richard–aye. The motion passed.
