County reviews federal-grant risks and plans for continuity after ARPA and reporting changes

Lindsay Powrousseau, the county CFO, updated commissioners on federal grants management and ARPA reporting. Lindsay said the county expended its ARPA allocation (about $100.2 million) in 2024 but must continue quarterly reporting and that a Treasury technical-contract cancellation and reduced support could create delays in posting reports. "They have told us that if we run into any technical issues when we are posting our reports, it could take significant time for that to be corrected," she said.

Lindsay described a standing internal grants-risk group (leadership, budget team and departments that receive federal funds) that meets weekly to assess and triage at-risk grants. She said the county will allow an operational continuity period (60 days) for programs affected by grant termination and provide a reduction-in-force package if positions are eliminated. Lindsay estimated the county receives $10'$12 million in federal grants annually and said roughly $8 million of that is in the health department and at greater risk based on federal signals. Commissioners asked for figures on total federal funding and timelines for a public resource page; staff said they would share details.
