The board adopted a resolution authorizing improvements to two road projects estimated at $3,750,000, with $1,500,000 anticipated to be reimbursed from general obligation bonds and the remainder from available sales-tax funds. Lindsay Powrousseau, the county CFO, said the projects were already approved in the CIP and reiterated the county's debt-ratio targets and current metrics (available fund balance about 40%, net direct debt about 30% of revenues).
Garth Herman, bond counsel with Gilmore & Bell, explained the resolution starts a publication and 90-day protest period required by statute. Commissioner Howell objected to issuing bonds for a non-urgent 0.5-mile Ridge Road reconstruction priced at about $1,350,000, calling the cost unusually high. Lynn Packer (Public Works) said the Ridge Road segment requires industrial standards (thicker pavement and intersection work for truck turning and access to the Mace Industrial Park), and that the gravel section will be paved to handle expected truck loads. The motion carried on roll call (4–1), with Howell voting no.
